Yeah, I believe that VPNing is legal but abusing it is illegal e.g. using it for spar advantages etc.  

They finally exposing "Beg for VPN's" I mean BFM.

I believe the reason they're banning them is because the majority of people that evade bans, hackers, DOSers, etc use them to cover their tracks. Read the TOS if you want something more specific.
