Public Shields
How are these shields public if we aren't aware of their existence? I suggest a command or button someplace that brings up a directory of selectable shields that can be added to you player. That is all.

Some people upload shields publically so their friends can wear it too, or a whole gang can wear the "Gang Shield." If you want the "Hey everyone here's my shield feel free to use it whenever you want." you have to manually advertise your shield (i.e saying your shield code outloud at Start Park or other populated areas) I feel this is a way to upload a shield that more than one person can wear, because the private shields are made specifically usable to the uploadee themselves. But, they could make a selection where they have, lets say a "Make available to ALL users" button which would add it to a database available in-game that shows which shield are currently available for you to use.

Well, instead of a button to see all the shields, there should be something like taylorrichaards.com, but its a place or so on iEra that updates every week or so. You type in a keyword of anything, and they pop up.
