Am I a little too inactive/too blind when im online to notice it or are they not done yet?  

I may just change it so you don't get the bounty for bandits unless you have a draisine.

lol. Although that caved in place above onnet town would be the perfect place for a new bandit area, what else could go there?

There are a few places accessible in the rail caves without a drasine that could do with a door as well... spots that looked like you could bomb them and open up a new area, just by the way the surrounding area was laid out.

what I was saying is what else could go in the caved in place above onett.  

You should no longer get the bandit bounty if you haven't discovered the bandit caves. There are already quite a lot of bandits so I don't think they need more either.

It really depends on what time of day it is if there are enough or not.
