Someone explain this cause almost everyone I spar almost 60% (sarcastic i think not) r using vpn  

Simply put, it gives the user delay.

And no, it's not allowed, but it unfortunately usually goes unpunished. That guy's a good example -v  

It once had a VPN on to bypass my school's internet blocker. Whenever I played graal, I kept disconnecting.  

VPN is allowed in non competitive aspects of the game (I'm 90% sure) but it's considered game disruption when used in things like towering or sparring.

Why? Because they're utter thrash that need to cheat in order to gain advantages against other people.
What for? To increase their own latency in order to either lag or delay.

I don't see any reason as why it shouldn't be allowed unless you don't violate any rules (ban evasion) or gain advantages against players who don't use a VPN.  

Occasionally I have to use a VPN when I am at a relative's house as their ISP blocks Graal. I'm not sure why. Jarace had told me, when I had asked him, that so long as I wasn't being malicious nor competitive while using it I was in the clear.  

I hacked in graal on a vpn before, I'm surprised vpn'ing got me banned

This directed towards sparrers mostly as it is currently the only competitive aspect of the game where lag/delay can give you an "advantage". VPNrs are just people who were bad without delay so they forced lag/vpn themselves in attempt to lower the skill curve in spar but are still terrible either way. ¯\_(ツ)_/¯ fite me.

almost everyone on the game treats VPN like a cheating tool made for Graal. it's actually a useful networking tool that reroutes your connection. it only makes you delay/lag when you set it to a server that significantly increases your latency to the destination server.
