2k squad hour requirement reduces the amount and/or speed of hat chasing squads, but it also reduces the amount of smaller guilds that try to base. By raising it to 2k, you're screwing over every single squad that has 8 loyal people and gets 5 hours a day on their way to 1k. You're only enforcing hat chasing squads by raising it to 2k. You're removing all their competition, and just bumping their requirement up so that it takes a month longer to get.
