There are now Art Guilds ;). Work your way up through there by entering graphics competitions and earn points. But to have a capability of uploading hats would ruin the rarity and you might not admit it now but it would make Graal become even more boring.

I know it sounds as if I am just repeating past replies however you don't realise the consequences.
