Tig > XOR.
Reason: Tig is the PWA's manager and xor ist just a normal PWA. So technically tig is more powerful than XOR.

Xor isn't PWA but he is in that same global area as Skyld. Global without the annoyance of being a PWA.

I'd argue that Xor has much more power than Tig considering Xor is the manager of the very alive Classic iPhone whereas Tig is just the manager of a plethora of UC server projects and a fairly inactive Gold server.
