the idevice server map is big, but tbh there is not enough to do around it, like some places will be bare, while other like center graal city and other popular levels will be of a mas overpopulation.  

I think that Balamb is just DESERTED. Unless theres a staff hiding there for an event and with the exception of new players but I think they should develop balamb more because its the newbies island and they shouldn't spend their first few minutes on graal bored as **** and getting spammed 'Honor me for 10101010101010100110 gralats' This is just my idea.. hopefully staff will take it into consideration.  

What should be focused on is livening up deserted towns, like North Graal and York Bay, with new events and buildings that will really attract people. Not outdated furniture shops or a building that opens once every two months. Thats my opinion anyway...

They could have some daily or weekly events in towns where an NPC comes in town and offers a quest or game or they could have weekly parties at one of the towns selling a hat or some sort of item. Valentines Day is coming up so maybe we'll be seeing some stuff come out then.  

A tip for you my friend is to start glitch and go to these un-released towns, or places, that I don't even know the names of, lol.

Otherwise, it would only be popular for a time, unless it's a "hidden" town with some really awesome stuff (morphs, hats, heads, bodies and more), of course only noobs would have been there anyway.

Off map is empty they make and test new areas and such on the Classic Dev server, no point in going offmap.

You don't understand, these "unreleased" areas you speak of only exist on the dev server they removed majority of offmap and left remaining parts filled with warps..
