Yeah, that would probably be classified as a "rare". However, I just think of all of these items as just items. Kind of like what Jester was saying, something being rare would be something that only a couple people at the most have.

Considering the rares only few people have i have french flag and Zombie Morph. Otherwise i also have hammer and superfart etc (but they are more like an item)
