It sounds good overall but I can see it turning into... something different.

If this idea was developed and put in and stuff. I promise you, somebody's gonna try this.

ON TOPIC: I think there should be a weekly auction for the billboards and you could bid. The winner, and the next few places down got a billboard to put their stuff on or whatever.

Weekly auctions are a great way to implement this idea.

I would have to say no because i don't think that people would want the possibly of these popping up.
