Folders are nice

Within the folders you could have the hats become slightly transparent, indicating that they have been added to the current folder
(instead of having icons, or separate menus)

I think this question has been answered before though

Like a favorites folder? That might suffice... But there are also character slots that allow you to quick-access whole costumes using the 'loadslot #' command.

I've heard some people have like 20 slots :/
