I don't think you get one for being a user...I once got rep from someone that I think was a new user and it didn't give me any points.
The square was gray instead of green, too:



Which would make sense so people can't just make a ton of new accounts and rep themselves or something

The minimum post count a user needs to give out reputation is 50(unless it was lowered, but to my knowledge most of the settings are the defaults)

They also require at least 10 reputation points but everybody starts at 10 anyways.

Like colin said there is a minimum post count for rep.
