Alright, so I actually forgot that I was a member of the forum for a while. I've been really busy with things so I decided that I will start posting my art again when I get the chance.
Here is what ive been working on. What do you think?

If your program supports layers you should use them for outlining.
In fact you should try using layers for the pieces like your cape. Since I can see some white spots where the arm goes over the came.

The program I use does support layers but only 3. Her whole outfit is one layer. Her body, hair, and the sword and scale are another

Once you're done with a layer you could merge them.

Also don't put an outline inside the actual piece. Just an outline outside of the person itself.

Not everyone does a solid black outline. I tried to make the picture look nice the solid black outline makes it look like a sticker
