You can sell gift hats, if you meant christmas/Halloween gift hats.

Event hats, towering hats, sparring hats/gst hats, hats from treasure which I assume includes slimy spoils and maybe rps hats. I'm not 100% sure.

I would love hats currently being sold elsewhere to be included into the blacklist too. Sure it's funny seeing people pay over 20x market value for something but it makes listing items people would be interested in hard.  

Is there anything about auctioning to a smaller group of people, or just one? I guess that wouldn't make much sense knowing what an "auction" means, but it would still be a nice feature.

I doubt auctioning to a single person will ever be a thing because that's pretty much just selling.

I think there should be different auction rooms for different tiers of hat, maybe common, uncommon and rare hats which are determined by the creation date of the file or by how many players have the hat if that's possible to check.
