Deep water rig base
What about a base themed to be an oil rig that sits out in the ocean off the coast of the southern island? Maybe we could put the docks to work by using boats to get to a raised platform in the rig. The only problem would be the profitability of surrounding buildings... So, a multiple floored rig with deep water mining equipment inside. And like GZ have a bunch of secret walls, but down hide them behind objects.
