Well, somewhere down the road, there is supposed to be a storyline implemented. I have an idea to make it interesting. To get into the story, you need to go to a NPC gang and request entry. Or, to make it more interesting, make it so that instead of going right in and asking to join, you need to do a few quests and eventually the gang comes to you. Every(or groups of, depending on how much work it is) zone has its own gang, including cop land. Cops, of course, would require you to have an ap of +50 or more or something like that. Each gang would have it's own side of the story. And if the gang tagging is ever implemented, it could be possible to tag(or clean if your with the cops) for you NPC gang alongside your player-based gang, yknow, at least for the fun of it.  

In stead of the gang coming to you i think it would be to gain loyalty or something on those guidelines, ethier way this is a good idea
