Half Price Halloween
This was done on Classic last year for Halloween. Basically since Halloween is about dressing up in costumes and going trick or treating, all uploadable customs are half their price, so players can afford to have multiple costumes if they choose. Refunds would also be half price so players can't upload and refund a head that would equal paying nothing.
