I've tried in numerous browsers and attempted over 20 different captchas, and no matter what: "We think you might be a robot, if not please go back, refresh the reCaptcha and try it again."
I noticed that when I click the button to submit, the captcha changes quickly before the next page loads.

Anyone else having this issue? Not sure where else to post this.

ya, I fill it in correctly and submit and I get the same message over and over

yes  

that means GAT application must be fixed too FP4.  

I had that same error when I tried applying a few months back. But I have overheard that having a ban history affects your chances of getting hired for the position, is that true?
