Is it just me or have the "noobs" on Graal increased? Im trying to start up a new guild and it seems I cant find anyone half decent to help me. Anyone?

Calling someone else a nub just makes you one yourself. He used quotes, so I'm sure he just learned it from other people, and didn't really mean it. Based on his hours, and his stats he seems pretty decent to me. I didn't have that many wins until I had 800+ hours, and I was more negative than he is.  

Your plan for starting a tower guild should be:

Step 1: Join a current towering guild that's semi-new.
Step 2: Befriend the leads and other members.
Step 3: Hype up your 1k guild the whole entire time, have people promise to help you.
Step 4: Swoop in and home the tower that the guild you were just in was homing.
Step 5: Profit.

No i am not new i have been a member of graal for a couple years but quit. Anyways it seems hard to recruit people now that know how to tower.  

If you find a new player who isn't an idiot it'll be fine. It's pretty easy to work with someone who can listen and learn, no matter their skill level.
Droid recruited me to his guild and taught me and now I can help him out with the skills he showed me.

Don't be afraid to recruit new players if your roster isn't full of pro's. You might find a diamond in the rough.
