Why is the VIP item so late? (maybe it's not even that late...sorry I'm really anxious to see what it is. If you're stuck on ideas....make it a water gun. :3

Yes. Usually, VIP's are late because they are most likely in development or they're working on what it might be. A water gun would be a great idea for the next VIP for summer 2015!
