You use to be able to go on those cliffs using the identify glitch next to the Delta Island railroad entrance. It would take a while but worked, not sure if it got fixed though.

I went to swamp to tower with a few friends and noticed a player outside the map near the tower on the hills, so I thought he maybe lagged there 'till I went to that location to see multiple players up there. Eventually I found out it was some guy named Viper who was the only one using a 2p Mount which was the black rhino, and he was being asked to be brought up there and so he did as he was asked. He sat there for about 20 minutes hugging and running around up there, although I have no idea how he got up there himself.
