Penguins on Snow Town?

There are penguins in Snow Town. Don't penguins eat fish? I can't find any ocean access from Snow Town. What are these penguins eating? How are they still alive? Is Snow Town secretly a penguin zoo where the people living there import a lot of fish to feed all those penguins? When I morph into a brown bear, why am I unable to eat the penguins? Why do the people in Snow Town still ask me if I want to buy bombs and arrows if I'm a bear? Shouldn't they be a little freaked out? Also, why can't I melt a snow man or a frozen fountain waterfall with my lantern?
