Rok can make an original hat if he wanted to; he's a beast graphics artist. He is only made the hat to appeal to paybacks wants and because hp wanted that winged hat in the first place to be incorporated.

But really, regardless if its a winged hat or not: You can't copy and paste then call it a day. It just doesn't work.
And if Rok is a beast at graphics artist: Why did he use the hats as pieces to build such a poorly designed hat? I've seen his hats and work. I know Rok is better than that
