You have been IP banned, meaning any past, current or new accounts on your wifi network will be banned. You CANNOT create a new account until the IP ban has passed, because that account will be banned as well.

If you contacted toonslab and were told your ban will not be overturned, you will have to wait the duration of the ban time. You will not be able to login to any accounts from your IP or create new accounts, as Gitaz said.
If your brother is unable to play due to this, he is free to submit a ticket for himself and explain the situation.
Also, the Ban ID is unique to each account - every account will have a different one.
