Just do the whole quest till the end which is the scarf as of right now.

Go back to the guy you gave the pain supply. You will see a door opened up the the store will be empty. Talk to the guy and walk i believe 500 steps i forgot. Can't use mount go back to the shop and you will see the hats.

or just walk around until you see the hats

Get a burger from the Burger Refuge, head straight up north and go into the cave. Find person in cave.
