So absolutely everything would need to be increased, and by the sounds of it, some things will do less damage taking into consideration the extra health.  

This would be gold.
I love the idea. As others said, easier to balance guns out...
They'd have to balance melee items, too.

One of the core reasons this game is so basic, yet unbalanced, is because there's such a low amount of relative HP and there are only 4 'viable' damage stats: 7, 8, 9, 10 and it basically makes every gun fundamentally similar with slight changes in sleep and freeze. I might even advocate a raise of HP to 500 to add a higher range for gun damage to better balance things out.
