If you want something to cheer you up, yes. There are serious, sad moments in Toradora!, but the ending is happy. Like I said, could have finished off with a more solid ending, but still will leave you satisfied with the anime as a whole (make sure to stay after the credits).

Chuunibyou is an anime I grew pretty fond of. The second season is ongoing at the moment. Fate/Zero is another anime that I really liked. The beginning is a bit long and the ending is somewhat weird, but the middle episodes were fantastic. The sequel, Fate Stay Night, is being remade this year because the first Stay Night was so bad.

I haven't seen it in awhile (5 months actually), but I did enjoy it enough to give it a 9. I'd be lying if I said I remembered some exciting/funny scenes. However, judging an anime by one episode isn't good. I didn't like the first couple episodes of Beyond the Boundary that much, but I kept watching and actually ended up loving the anime. Same thing goes for Steins; Gate. That anime actually took some time to pick up from what I vaguely remember. It's always good to try a at least like 3 episodes for animes with 13. Not saying you'll like the rest of Chuunibyou, but you never know.
