r9 270 is pretty disappointing, will do low settings justice.

Nvidia 750 and the upcoming 950 varients take the spot in the 100-200$ range easily.

Because the majority of the performance is going to come from the graphics card. An i3 4160 is more than adequate for games these days and can be paired with faster cards like the R9 290 or GTX 970 no problem.

The R9 270 is faster than the 750 Ti which trades blows with R7 265 (Radeon 7850). After reviewing prices I would actually suggest a cheaper 270X over the 270 I selected.

I don't see why he should settle for low when he has the budget to make a build capable of playing games on significantly higher settings.

Another 4 GB of RAM is cheap if it's necessary.

You are probably right on the "not going for lower when he could get something better" but i read alot of reviews of graphic cards in the 100-200$ range and 99% of them prefered Nvidai over AMD because of it's constantly updating driver support.He can go for the 950 variants with Maxwell chips that gives a little better performance than the 270x.It will be priced around 150$ with release date of 2 weeks after as of 10th july.

Well it's not out yet and until there's benchmarks I would take both of those sources with a grain of salt. WCCF is a rumor mill and game debate is near useless for any performance comparison.

I also use Tomshardware but it doesn't have benchmarks.

You have to google 'card benchmarks' (e.g. 980 ti benchmarks) to get specific results/benchmarks.
