I believe the jailing is no longer manual, that it jails accordingly to how many total warnings received.

You can still manually jail for hacking thru RC.

If what you're saying is the 1/2 second lag on the warp when you enter water, then yes. People always walk into the water for half a second then pop up on another path, without getting warped away
